As far as I know all ABSFixer can do is replace a relay in the EBCM. He and others can't fix other internal problems. Here is a list of things to check:
The following conditions can cause this concern:
• An open in the requested torque circuit
• An short to ground or voltage in the requested torque circuit
• A wiring problem, terminal corrosion, or poor connection in the requested torque circuit
• A communication frequency problem
• A communication duty cycle problem
• The PCM is not receiving information from the EBCM
• Loose or corroded EBCM ground or PCM ground
You will probably have to use a DVM to check the continuity of the wiring between the EBCM and PCM along with checking the connectors/pins. The EBCM ground is not the one on the driver's side frame rail. It is located on the passenger side of the car under the battery (G108).
A DTC P1571 may set along with several other PCM DTCs if the key is held in the CRANK position while the engine is running. The starter lockout function of the PCM is enabled several seconds after the engine is running and prevents the starter from engaging while the engine is running. This will cause a partial loss of power to some components and systems.
Here is the schematic of the circuits involved:
Connector C148 called out in the schematic may actually be C150. It is part of the Forward Lamp Harness and located below the battery.

Thanks for the replies, guys; I do have these other codes: c-0710, u-1040 and a no- comm with the tcs. I have a friend with a Tech II, but his "windows" are narrow, and I have to wait a couple of weeks. Just fishing in advance of his expertise. I will go over the grounds and circuits. as soon as I get a chance. Holiday stuff first... any input gratefully excepted. Now that I've got the emissions passed, (lots of "not ready" issues...) I can slow down and actually pace myself on the diagnosis. I'll report back when I develope some info. Happy Holidays!!!
