Does anyone make an upgraded water pump for the C5?

Yes, there are aftermarket water pumps.
I'm wanting a mechanical pump that flows better than stock.

I'm curious too. What makes you think a stock water pump in not sufficient? Stock LS water pumps are used successfully in everything from street cars, to 1000 rwhp race cars, dedicated auto-x cars, etc.

If you're assuming that an aftermaket pump will reduce operating temperatures, your assumption would be incorrect. The stock pump is more than adequate even for race duty. If you want lower operating temperatures consider a larger radiator and/or an EOC.

Edelbrock makes one. When I was fixing my a/c I threw one on. Runs about 10 degrees cooler.
