My car is running hot and the temp will get up to 255. I can shut the engine down and within 1 min the temp will go down to 220.. Does this sound like a thermostat problem? The fans are not coming on either... Can some give me some feed back...

How do you get to the rad ? the condenser is in front of it,can only see a small part ot it from under the hood?
Pull the intake tract including the MAF. Then remove the four 10mm screws holding the top plastic radiator support. You will then be able to see between the radiator and the condenser.

I asked the question about the HVAC being turned on for a very specific reason but no answer. If the HVAC is on and the fans start running, then there's no issue with the fuses and probably not the relays.
So I am just asking, but we can run water on this to get it clean? Can you also use a light brush to clean it and then run the water to get the debris off of it? Thanks, CF Strikes again

Even at 240* with no A/C, they don't come on? The fan temps are tunable, so perhaps you need to have them reset. They should come on in two stages (low/high) at two different temps.
Ok..I drove the vette to work today, whithout doing anything but pushing on radiator hoses and the temp stayed under 220... Thermostat sticking????
If you just idle it and let it heat up, does the temp plateau or keep climbing? It should go up til the fans kick in, then drop back down and the fans should drop out. Are you saying if you idle it, it will climb to 255 with no fans engaging?
At highway speed did it hang around 190? That is the temp where the thermostat will open & close to keep you right at that temp.
I'm in the middle of a head/cam project and had the luxury of removing the radiator to see what's going on. A couple passes of shopvac (from the front), 100psi compressed air wand (from the rear), and water stream (from the rear) did pretty well. Then a can of the foaming HVAC coil cleaner from Home Depot, and it shines like the sun! I would avoid any brushing, as it can mash the vanes and prevent airflow.
Here is the circuit. Please note that if the fans come on with the HVAC running, then you most likely have debris plugging things up as already mentioned. No need to check fuses, relays and so on.
