Not sure about the C5 but in my past cars that have had heater issues I would first check the "blend" door. Its a vacuum/electronic controlled butterfly valve (similar to the throttle body plate) that opens and closes based on the position of the controls. I imagine there is something similar on our cars, and if that gets stuck (usually because of a small nylon gear) then the door wont open and it wont blow hot air into the ducts.
However, if its not a blend door issue it may be a problem with the blower motor causing the unit to either A.) Not get enough voltage to run or B.) Not push out enough air to get to the cabin.
I would have those looked at or search in the technical how to section to see if theres any issues

Like I said on the previous page, in a C5 the "blend door" as you call it is controlled by an actuator. It's a common failure. If it fails, the car will record a code. Pull your codes and see what it says. That's STEP ONE before you start trying anything else.

No need to apologize. I didn't elaborate in my first post. Now the OP has a better idea of what we are talking about.
Further questions for the OP - does it matter if you adjust the dial to floor, defrost, or front? Does cold air blow out on the passenger side? On the floor? on the defrost? on the vent? Try each area individually and report back - AFTER you check the codes.

No, doesn't matter where I'm blowing, it's always hot. Passenger gets the same hot blow as the driver.
The DIC isn't throwing any codes.
I find countless threads for people who have the dual zone climate control, but I haven't been able to find one for those of us with the more primitive setup. My problem does sound like the actuator, but considering that I should only have one, where is it?

Every actuator failure I've seen has thrown a code. Guess there's always a first.
