Default 01-04 tpms will not program

Finally updated tire monitors, fobs, and receiver to 01-04 parts on my 1999 coupe. Key fobs program fine but I cannot get the dic to move past the fobs to tire monitor with the option button. System worked fine with the old monitors.
Any ideas?

Ok thanks. I guess I should maybe take it for a drive to see if they "wake up". I can't understand why I can't get to the monitor option. Before the switch over the system was working. I installed the tire sensors first so of course the old receiver would not recognize them. Just showed zero on the dic and I just cleared it out while driving. Since the change over of the fobs and receiver I have not driven the car. I actually have the J tool (kent Moore magnet) to activate them once I get the dic to work.

Ok guys I've tried everything I can think of to get past the program fobs to tire monitor option. I even pulled the power from the bcm and cluster hoping they would reset.
Is it possible that the receiver is from a ZO6 and different than none ZO6 01-04?
As stated before fobs program fine, but cannot get the cluster to the next step, tire monitor.

Thanks for your help 8VETTE7. I did check the BCM for corrosion and all connections. Alls ok. You are correct in understanding my problem. Just to clarify I had my stock wagon wheels on last week with the original setup and all was well. I reinstalled my a/m wheels with the new sensors this week and the dic was working showing zero pressures due to the mismatched receiver etc. I installed the new stuff and proceded to program with the as mentioned results. The only thing I left out was I had the PCM tuned in the mean time. I didn't mention it as I know the system is controlled by the BCM not the PCM.
