Default Headlight Movement Limits

After recently replacing my headlight motor, when I raise my headlights the headlight with the new motor will come up, it will reach the point where it should be then drop about a 1/4". The headlight is obviously off and it shakes quite a bit when on bumpy roads, seems like it is moving past the point where it should be then the headlight stops moving when being raised. This headlight lowers just fine, it doesn't seem like the headlight arm is making contact with the stop/bushing like it should, is there any way to adjust this? Thanks!

Put washers between the motor and the bracket it's mounted on.
