First of all Competitive Driving is a capability on those cars that have Active Handling that allows the AH and ABS to be left enabled but turns off Traction Control. So to have Competitive Driving you FIRST must have AH. I'm assuming that you are asking about Competitive driving because your car does NOT have AH..
To answer your question, no, adding AH is NOT all ECU based.
Here is a link that will give you some idea of what AH is all about and the specialized sensors needed, special programming amd you should be able to see from there that you need wiring harnesses and BCM changes, probably a different PCM than is in your current car ETC, ETC..
IMHO. give up trying to add AH to your car and if you just can't live without it, pickup a 98 1/2 or 1999 or 2000 that has RPO JL4 or any 2001 or newer since AH was totally redesigned for 2001 and became a standard feature rather than a chargeable RPO.

You will already have the wheel sensors and steering wheel sensor. I don't think you will have the yaw sensor. You are likely looking at the ABS module and the BCM and maybe you will get away with just adding the wires for the yaw sensor. I would need to see the wiring diagrams for both cars. It's also possible the harness has the wires since it was an option that was available some time is the 98 model year.
The big problem is the pre 2001 ABS module is not repairable and not available any more. So, you'd be better off looking into the 2001+ model year parts and what's needed to convert to those. Likely something like $1k or $2k to buy the wiring harnesses and parts off a wrecked newer car and a bunch of time to swap it all out.
