I have to key fobs for my 98 c5. I've done just as the instructions say to train or program the fobs to the car, but they just don't work...New batteries in both fobs...Is there a trick to this?

I did my 98 by just standing outside the car and holding the lock and unlock button at the same time until the car beeped. That fob has been working ever since. The second I believe may have a bad battery haven't replaced it yet to try.
Are you sure you have the correct fobs? They must be the pre 2001 style to work on a 98 (unless the entire system has been upgraded). Put the part numbers or a picture of the fobs you are trying to train. The earlier post about just holding down the lock/unlock buttons on resynchs an already trained fob. You must train the fob through the DIC with the key on. Otherwise anyone with a fob could walk up to your car and hold down the buttons and get in. Just doesn't happen.
Just so you know, if you train a new fob, you lose any fobs already trained. You must do all fobs in a single session. Whichever fob you train first becomes fob #1 in the memory order and second fob trained becomes #2. After the first fob is trained, the DIC will display train another fob and you continue until you do both (or three if you have three, but that is the max)
It would really help if instead of telling us you "did just what the instructions say", you tell us exactly what you did and exactly what happened at each step.
