In my humble opinion the best sholder harness bar and seat belt system is made by Brey-Krause, which you can buy from LAPD and other retailers. However, there are several systems out there, so take your time and look them over and make up your own mind. :cool:
Depending on your height, I think the HardBar (http://www.hardbar.net) or the Brey-Krause (http://bkauto.com/indexcorvette.html) setups are the only way to go.
The B-K bar requires some modification of your lap belt interface (i.e. the plastic cover) but not the assembly itself; i.e. you can still use the stock belts.
The HardBar, in my opinion, is more sturdy than the B-K and it requires no cutting of plastic. Once the full harness setup is removed, no evidence of its existence remains. The HardBar does limit seat bottom travel to the back a little bit, where the B-K does not but again I feel the HardBar solution is a bit more solid overall. It also allows you to fully use the stock belts while it's installed.
They both limit seat-back reclination distance. The B-K provides a little more room for reclining than the HardBar and this, of course depends on overall seat position as well.
My suggestion, with the price of either solution: Find someone who has each, sit in the seat fully harnessed and at proper distance (drive if you can) and decide which works best for you. The level of safety desired can be influenced by the activity you'll be using it in. Autocross/Gymkhana might provide less requirement for over-the-top rigidity than road course work...
Personally, I have the HardBar setup and have been very happy with it and its proprieter's (Gary Hoffman) service ~ both being nothing less than top shelf.

I got my setup from LAPD. It was BK bar and Sparco 6-point belts. They worked very well. BK parts are very good.
I took quite some time looking into this same question and decided on the "Brey-Krause" harness bar http://www.bkauto.com/ - it fit my needs very well and was one of the only bars that passed last years Silver State Road Race Technical Inspection. I currently use the Sabelt 6 point (pull down) harness w/ cam lock release. I bought mine from Shawn @ LAPD - 877-843-5273 - http://www.thelapd.com/ - LAPD gave me good service & price & overnighted the Brey-Krause to me ..

You may be right - that's why I said "one of the only bars that passed" -
If I remember correctly 2 or 3 bars passed, but the majority of them did not ..
