Your stop pads/insulators are worn. You should see some plastic insulators that look like this. try flipping them around and see how that works. but when they come up a inch the arm is traveling to much and not hitting the stops correctly at their point thus the lazy eye look.
You likely need to add washers between the motor and the frame so that the arm on the end of the motor hits the stops better. If you look into the headlight cavity you can see the arm and the stops with the little plastic bumpers on them. The arm should hit the metal tab the bumper is on, otherwise it can go past and let the headlight over travel.

i flipped them around ( i can see there wear& tear on the stop pads )
and they now work correctly
will buy a new set asap
i do see the value of spacing the out as well with the washers
because the stop pad is worn on its outer most edge.
spacing it out will allow it to hit more centered.
