Default Grounding strap?

This is on the front of the engine on the passenger side of the throttle body. I can't see anything blatantly obvious that it could hook to but that really doesnt mean much. lol

That's not a ground strap, but a strap that once held the PCV valve. I see someone has capped the intake manifold where the PCV hose use to hook up to, and also capped the fresh air source hose off the throttle body.

What's that engine got for a PCV breathing system now?

It's part of the OEM pcv valve. The semi-circular clip went inside the rubber housing and attached to the pcv valve which is missing - along with it's hoses - in the picture. What appears to be a "ground" strap is actually for conducting heat directly to the pcv valve body to assist in reducing moisture/condensation which can eventually clog it. It also provides some measure of physical support for the pcv valve; keeps it from flopping around.
