I would bet hazard since all signal power starts there making it a single point of failure.There is a pair of contacts that switch the power to the hazard switch between keyed power for turn signals or hot all the time power for the hazards. I'd expect the keyed power contact is failing.
There's no single contact in the turn signal switch that could fail and cause all the signals to not work so the chances of it being the turn signal switch are low.
A couple of spade connectors and a $10 flasher from an automotive store will fix it if you don't mind cutting the wires and splicing a flasher in under the ignition switch.
