Modifying compter rev limit/tire size correction.
What is the cheapest way to raise the rev limit as well as correct for using a larger or smaller sized tire/gear in a C5? Thanks in advance.

I don't think you have any options outside of PCM programming. In terms of cheapest outright, a used HPP3 is probably the winner. It's less viable if you're changing to a gearset not offered for your configuration.
