If you swap out the speedo cluster will the DIC show the mileage of the car or of the new cluster? If its the new cluster, can it be reprogrammed to show the correct mileage?
The mileage is stored on the cluster. If you replace it, the mileage displayed will be that of the new cluster. You can have the speedo programmed with the correct mileage. Usually, you'll have to prove the correct mileage.

AFAIK, only a dealer has the ability to do this, for a fee of course I'm sure. It cannot be done on a Tech II or similar.
How many WILL do this for someone who has changed out their own IPC is another question I guess, unless they (dealer) can positively verify the actual mileage on the car before the swap. Maybe someone could go to their dealer ahead of time and request a mileage check and get a receipt or something verifying the actual mileage (showing name/date/mileage, etc) and then bring the car back to the same dealer after the swap to get the mileage adjusted/corrected OR take the new IPC to the dealer and pay them to do the swap and mileage correction.
Personally I wasn't too concerned as I was keeping the car anyway.
Inquired about this with the local Chevrolet dealer. Mileage IS stored in the IPC. Speedometer shop wanted something like $150 to do it. Dealer sent this work out.
Was told by the speedometer guy (IIRC) that beyond a certain age, you were not OBLIGATED by NHTSA (or whatever Agency) to physically change the mileage to the "correct" number. You could put a sticker in the door or provide a notarized affadavit at time of sale. This was for my '99, and the custom cluster I had made was based on a new unit so that cluster will read "0". You should check it out.
Pete, depending on the mileage of your cluster and the mileage of the buyer's car, you may even want to write up something simple that says you are not responsible for any mileage readings or claims made for any vehicle in which the cluster may be installed.
People are both sleazy and litigious and you don't want to get wrapped up in that.
Usually a shop that can correct the mileage reading will want both the old and the new speedo side by side to prevent violation of a federal law.
