Driver side headlight go down and reopens!

Driver side headlight go down and reopens!
First of all this Forum has been a great help for me for a long time
i do appreciate all of its members for their great contributions
Vette problem:
both headlights opens normally But when i turn them OFF one of them (LH) goes down and reopens on it self
I checked all connections and verified the lights clearness number of times. I cant figure out what the problem is
i am suspecting it might be the lights Module\Computer thinking of swapping the outputs on it and see what happens

Upon hooking up the Battery connectors the bad headlight Opens! while the good one remains close, while the lights switch
in OFF position
