Default overheating

My 02Z is overheating. I can get the low speed fans to kick in but the high speed fans do not come on. I checked the fuses and really don't know how to check the relays but they look good? Is there a high speed relay? If so which one is it?
I have burped it ect. The thermostat seems to be working as the upper hose has plenty of pressure.

I think on most any car if you turn on the a/c it will turn the fans on high. You can try this and see if temps lower to at least know if the high setting works or not.

I tried that and the high speed did not come on? When the temp gets up around 225 the low speed comes on and the high speed is supposed to come on at around 230 - 235 and the fans do not go onto highspeed. that is why I am thinking it is a relay or maybe a heat sensor but I have no idea where the sensor is located.

The fans are controlled by the PCM, which gets it's temperature input signal from the Coolant Temperature Sensor in the engine.

Relay #44 must be energized for both fans to run at high speed. I'm suspecting Relay #44 is either not energizing, or it has burnt contacts.
