but will it cost a lot more to install? also i was wondering where i can get some silver Y2k wheels ? all i see everywhere is chrome.... thx in advance

No question about it torque converter first and gears at the same time if you can afford it. If you can't, just the torque converter will give you a huge noticable difference. After converter install, car will light em up from a stop with no brake torque and will take off twice as fast from a roll on through high way speeds on a 100% more consistent basis. This won't give you actually horsepower increase but will give you the most performance for your $ and will feel and perform like you found an extra 75 ponies:D
Also, you should get a new air intake system like the Vortex, vararam, donaldson blackwing asap, and start that C5 breathing a little bit. This alone should get you about 20 ponies along with aggressive muffler system like the prts or borla stingers.

All for well under $1000. You will get some amzing performance and still the nice exhaust sound to go with it. This is the best way to go...

if 6 speed, definitely a shifter anc CAGS elimination.
