My 2000 C5 was put on the dyno in 2004, by the previous owner. He said there is a multiplying number of 1.03 on the HP and Torque readings. Is this true?

There are so many things that could have been done during the dyno runs to cause a 3% error in the graph readings that what you are asking just doesn't matter. Do it if the higher numbers make you feel better.
