I have an 01 Z06 and the outside tail light on the left and right side does not blink. The inside light on the left and right side blink fast. With the hazzard switch on just the inside lights blink. The parking lights and brake lights work properly. The front lights work properly.

The bulbs have a double element, most likely one of the elements are burned out. The fast blinking is indicative of a bulb and/or socket issue. Pull the bulbs and insepect them and the sockets.

Yes I checked the bulbs. There are two filaments one for the when the lights are on and one for the brake/blinker. The brake lights and the running lights work so I know that both filaments are good. Just to be sure I put a new bulb in one side. No difference.
That's not making much sense. All 4 tail lights illuminate when the brakes are put on but only the inside ones illuminate when the turn signals are on?
In stock form, it's a single wire going to the back which is split to run both sockets on each side. So, an issue in the dash means both don't work. It has to be a cut in the wiring between the sockets. However, that wouldn't allow all 4 lights to work with the brake pedal.
Or do just the outside ones work for the brakes. If yes, your car might have had Euro tail lights in it and the wiring wasn't fixed properly. From memory, I think Euro tails basically involve cutting the signal wires so they go to the inside light only and then cutting the brake light power going to the turn signal switch and running a new wire to the back for the outside lights to be brake only.

Found the problem. Some creative wiring. I think lionelhutz is right. They had run a wire from the middle brake light to each outside light and cut the signal light wire. I have both lights on both sides working with the turn signal now but there is still a problem. The only way I could get the brake lights to work was to use the wire that was tapped into the middle brake light and run it to one of the brake light wires at the socket. I attached it to one of the sockets on the right side but when the right blinker is on and you step on the brakes it stops blinking let off the brake and it starts blinking again. The left side seems to work correctly as do the hazzard lights. I will have to do some more checking. Thanks for the help.
You can't do that. The brake power over-rides the signal trying to make the filament flash.
Are you saying that the brakes didn't work on both sides or just one side.
If both sides, the wire between the brake switch and the multifunction switch likely has issues. It might also be the hazard switch which has a contact to disconnect the brakes when the 4-ways are put on.
If you are saying it's only on the left then you likely have an issue in the multifunction switch.
Either way, I bet that's why someone got creative instead of fixing it right.

I got it fixed. They were using the center brake light to turn on the outside brake lights. They had cut the turn signal lights wires on the outside lights. They had also cut the brake light wire at the switch. A real hack job. I got it all straight now. Thanks for all the help.
