So, the fuse is not blown and the relay has been replaced and clicks with both the key pad and wheel. Should I check anything else before pulling the car apart the check the horns. I don't have a very easy way to lift it where i am.

Had one of the 2 horns dead. If both are not functioning I would suspect the wiring.
Get to them by jacking up the front, putting some jackstands (never trust a jack), and removing a few screws holding the paper like splash shields under the horns. They are on the passenger side to the right of center.
The wire connections get groady under the car. Pull the connectors at the horn, clean the contacts, male and female with a little steel wool or fine sandpaper, spray a little WD40 and reconnect. Been there, done that.
