Default Goodyear Runflat DOT codes

I am lookind at a 2000 C5 as some of you may know from my other thread. The 2 driver side tires have 459 & 489 DOT codes which indicate to me that they were made in the 45th & 48th week of 1999 and therefore are original and unsafe. The 2 passenger side tires have no DOT markings of any kind that I or the salesman can find. The tires are otherwise identical and even in wear w/ 19000 miles on them?? Has anyone seen this before???

DOT went to 4 digit codes in 2000 so it can't be 2009. They didn't make this style of tire in 1989 so it is definitely 1999 and therefore original equipment tires!
