I believe you are referring to the riv-nuts or nut-serts. It is not a tool. It is an insert with threads (like a nut.. go figure) that creates anchor points on the skid cage. You then have threaded attachment points to connect the air pump/ middle air dam / maybe the horns?
There are also four riv-nuts in the frame that allow you to connect the skid cage. They are used extensively around the frame to connect other things as well - like the head lights.
When I replaced my cage they were already installed. All I had to do was powder coat it. There is nothing to it though to install them. Depends on where you got your cage from on this point though. GL.
Mine didn't come with the nut-serts. I oredered them from GMPartshouse or Corvette Central but I'm sure you could get them at a dealership if you were in a hurry.
