Default Front Fascia Questions

I just purchased 2004 Z06 CE and I have a question. I have no experience with vettes as this is the first one I ever purchased.
So on with the front fascia problem I noticed. I was cleaning the black plastic pieces in front in the engine compartment. Near the intake, by the passenger side and near the headlights. As I was cleaning I noticed the top of the front fascia, near the passenger headlight was loose. I noticed the "push pins on top of the fascia" and they were all there and in place, but it looks like whatever the push pins are mounted to is loose on the passenger side. My question is how do I get to the bolts (if there is any). on this bracket retainer. Do I need to remove the entire fascia to get at the Center Front Bumper Bracket Retainer. Or is there another easier way.

Pretty much, they're all hidden under the fascia. Maybe if you pull all the pins you can lift it enough to get to the bolts.
