Default FNG needs some help.

I just got a 2000 C5 and the windshield wipers will not turn off. I have to take out the fuse in-order to turn them off. I have searched for this on the forum because the guy I bought it from he said to look on the forum to see how to fix it. can anyone help or point me in the right direction.

This often due to a faulty circuit board in the wiper motor. The board can be damaged when water collects in wiper motor area due to clogged drain udders. Someone described the udders this way: The udders are under the wiper motor tray. I believe there are two on the drivers side and one on the pass side. My count maybe wrong. Anyway they are rubber finger shaped tubes (like a cow's udder) that allow water to exit the tray to keep the wiper motor dry. The problem is they get clogged w/dirt so you have to pull them out & clean them.
You will probably have to replace the motor. Here is a link that describes how.
