Nice work supplying a test controller to sort out the issue. That seems to validate that the lighting power is controlled with an internal circuit that has failed. My guess would be a transistor that powers the lighting has failed shorted or the driving circuit for the transistor has failed keeping the transistor on.

Default Hi I know Im late to the game, but maybe it will help someone now

Yes I'm very late answering this. But just to help anyone who's having this problem and save them the 16 hours of hair pulling, that was my Sunday . The lights for My 2001 C-5 Climate Control panel would come on slowly after the car was turned off and stay on to the point where it would kill the battery. After taking out the HVAC unit , taking it a apart reassembling. I found the lights stayed off on the HVAC unit till I put the dash back together, So I reversed the process till I found that when I unplugged the Active Handling / Ride control switch from the center console, the lights instantly turned off and have stayed off. I hope this helps
