Yes for the same increase in roller speed with the higher gear you have to spin the engine's own internal inertial mass (crank, rods, pistons, flywheel etc.) even higher with the lower gear so more work and energy is lost internally to these parts than there was in the higher gear (lower numerically of course).

We did a dyno in 3rd vs. 4th as I recall. It showed a loss in 3rd that was a lot.
As I remember 3rd dynod around 260rwhp and 4th about 300rwhp.
