I washed the car yesterday and I got water on the fuse panel inside the engine bay. Now the headlights won't shut off even in the retracted position and even with the key removed. The tail lights are off just the headlights stay on. I removed the fuse so that the battery won't drain down and put the fuse in after around 10 hours hoping it may have dried out. No luck.
Anyone believe it is just a "wet" issue or something else?
Can I get to it without removing the headlight?....thanks
I'm not sure, I've never had to mess with mine but the wiring diagram shows it controlling the headlights.
Looking at a 2000 diagram, the body control module turns the ALC HDLP relay (44 under passenger floor mat) on and off. I have been having problems with my headlights not turning on immediately and bypassing relay 44 makes them work right so pulling that relay should shut them off. There is a head light off input to the BCM that would be worth checking.

I think both of our problems are the headlight switch after reading this post and looking at the pertinent wiring diagrams. The AC Delco D1512G switch gets my vote and I'm going to replace the hazard switch at the same time ACDelco 10359036 both from amazon $152.10 shipped. My turn signals don't work occasionally and I have to press the hazard switch to get them working again.
I'm having a similar sort of problem.... except my headlights work, but not the motors (they won't go up or down) and I also lost dashboard lights and my tail lights....
thing is, it happened right after I changed a light bulb. how on earth could it have gone bad as I changed a turn signal bulb is beyond me. perfect timing perhaps.
I'm thinking the same with you... how on earth can your stalk go bad when you ended up getting little water in your fuse box? lol

sounds as if you have a ground when you changed the bulb and blew a fuse. Check the cable on the tun single lamp as it may have exposed wire causing your issue or the bulb housing melted causing a short.
The "stalk" is a common c5 failure point but may not be your particular issue.
I replaced the headlight switch and the hazard switch last friday and now everything works great. I'm getting really good a pulling the dashboard after the problems I had with the passenger blend door motor and the hazard switch.
I know this post was about 9 years ago but did you fix your problem, I have the same problem on my 99, was hoping someone could point me in a better direction.
