Brand new ACA headlights are dim. Quick fix?

Brand new ACA headlights are dim. Quick fix?
Hey everyone,
I think this may be my first post here. I'm a military guy stationed in Germany, finally started putting some money into my 2000 'vette and sending parts back home for my pops to have installed. He recently had new ACA headlights put on, but said they look crazy dim; brights and angel eyes look just fine, though. Any ideas? Ran a search here, but most people just said they were a huge upgrade as-is (or they mention the the HID add-on).
Suppose he could just take it right back for the shop to check, but thought I'd ask you guys first. Thanks!

are the bulbs properly seated in the projector? did he manage to squeeze the stock 9006s in there instead of the H9s it should've came with? does he have a good connection with all the wiring (to include grounds)?
when i put my ACAs in, it was a clear, instant increase in light output
