Default AC dual zone controller (1997)

If one side is blowing cold and the other is not...Does this have to be replaced? Is there a fix or new?

That is problem is not the controller. Most likely an actuator or low charge. Pull the codes and see if you have an actuator problem. If no codes then you will need to have the pressures checked with gauges. Over the years it may have gotten a little low and just needs a charge.
This link describes how to pull the codes using the dic in the car.
