Is it normal for headlights to take 5-10 seconds from the time I turn them on until they pop up? Voltage reads 13+ and I'm not getting any codes. Stock headlights with Phillips bulbs

No, not normal. They should come up the moment you turn them on. Are they both doing the same thing and coming up together when they finally do come up? Do you hear any gear grinding noises or other motor noises when you first turn them on?
might be something in the multifunction switch then if they both are doing it.. might try manually powering the relay to see if it still has the delay. if you hear them trying to move when you switch them on then you might have something worn like the plastic headlight gear (usually 1 will work the other wont but its possible for both th fail.)

The switch in the steering column has a high failure rate from gear issues to connections melting due to heat.
As I was driving home tonight doing about 70, turned the headlights on and they popped right up. Made a pit stop, turned the lights on and it took a couple of seconds. decided to check the voltage on my DIC and it was 12.9 to 13.2. While driving with the headlights on it was 13.4. Stop at a light....13.2
Is my battery going bad or could it be something else?

Those DIC voltage readings appear pretty normal to me. The intermitent delay and the fact that both "cans" are coming up together leads me to beleive it is something in the switch itself. I don't have a wiring diagram to know where the voltage goes after the switch (but I bet someone does), but if there is a control module after the switch that would be my next target for trouble shooting/inspection.
