1997 Project commences.
Bought this corvette after a deployment, was my daily driver when I was actually home. Had it for a couple years and deciding that it's time to fix it all. Only moderate at automotive repair. Here's the issues. Any input is definitely appreciated and thanks in advance!

Notable problems-
Door controls for locks do not work, but window controls do
Key fob will not program
Fuel gauge never exceeds 3/4 of a tank, drops to 0 periodically
passenger side fuse block occasionally makes "arching" noises. like electricity.
Any advice or insight greatly appreciated!
I have that HVAC code. Does one side blow hot, one side cold with AC on? If so, it's the actuator, a box like thing under the dash. I'm told it's a cheap repair but what is cheap.
As far as the fuel gage, everyone recommends techron additive for cleaning this up. It has greatly improved my fuel gage's response in my 200k Chevy truck.
Assuming you're the xth owner you have no way of knowing how much "grocery store gas" has been run through your ride. After my truck build started the builder showed me what grocery store gas was doing to my plugs; it about wiped them out at 70k miles. After that I went Shell fuel only with techron as an additive once a month.
