Default Functioning windshield wipers only sweep up, stick coming down.

As of this weekend my wipers have been sticking in the up position. Any mode I try, low, fast, intermittent, they will go one stroke up then get stuck coming back down. Turning the wipers off does nothing, they stay stuck. I have been using this http://www.digitalcorvettes.com/foru...d.php?t=121213 guide to try to remedy the problem although, with no success. I've been trying to reset the mechanism so that the pawl is against the stop and the recess is at the right angle. My problem has been getting the recess to turn to the right angle, it seems to stick at about 7' o'clock. The pawl does stick on the stop, and the stop does not look bent (as far as I can tell).

1. Is the positioning even my problem or could it be something else?
2. If the recess setting is indeed my problem, how do I get it to turn to the proper position (what looks like about 3' o'clock?)
3. What mechanism releases the recess pin?
4. Any other diagnoses welcome.
