Default Swapped Cluster...speedometer stuck.

I just swapped my 99 C5 cluster to a Z06 cluster with no issues but the speedometer doesn't go below 15 mph. When you start the car the gauges all look fine. I asked the guy who I bought it from and he has no idea. Anyone heard of this problem?

With all of the guys that have done this cluster swap no one ever had this issue??

I was told that the sender is different from the Z06 and that's why it don't work right......makes no sense to me. I know a bunch of guys here did it with no issues.

If the old cluster worked then it's a bad cluster. It has nothing to do with the sensor because the PCM drives the speedometer.

I know one person who had a similar sticking needle issue with a swapped cluster. He pulled the cluster and removed the cover. He then manually exercised the needle and solved his issue. Worth a try.

When you got the cluster was the needle stuck at 15 MPH or did it happen later?

I had the exact same problem with a replacement cluster on eBay. The needle wouldn't go below 10 mph even with the car turned off. When driving the needle would ready 10 mph faster than I was actually going. My HUD continued to report the correct speed. I found that that speedo motor was bad in my case. I took it all apart and manually exercised the needle and found it was much more difficult to move than the others. What I ended up doing was using my old Z06 needle cluster, DIC board, power supply. and speaker in the ebay cluster. A previous owner had installed red trim rings on the background of the cluster so that was essentially the only piece I used from the ebay cluster. The background. The eBay seller refunded my ~20% of the price and I moved on.

Also in my case the cluster didn't report 10 mph until it was plugged in to the car. Outside of the car it would fall to 0 mph. However even with the car off for several days it would sit @ 10 mph. I believe it is a problem in the motor itself for that needle. I contacted several speedo shops in the south east none could help me with a new motor.

Alone it sat at 0. Once it was plugged into the harness it went up to 15mph and stayed there. Just for the hell of it I swapped the original one back in and it went back to 0. I have a defective cluster that I am sending back.

Did it read the right speed above 15mph or was it 15mph high? The needle could just need to be moved if it's reading 15mph high.

It was stuck at 15 mph. Plugged in the original cluster and it was fine. Time to find a replacement.

Run the car as 60mph. If the cluster reads 75mph then just pull the needle off and move it 15mph.
