"TRACTION CONTROL TORQUE REQUEST?"
The EBTCM sends Desired Torque messages to the PCM, decreasing values result in the PCM pulling timing, etc. The PCM sends Delivered Torque messages to the EBTCM. The health of the data link over which these messages go is monitored. I can't tell from your description if it's related to the data link or some particular message that went across the link or something else. Do you have any more detail? Any idiot lights on or "such-n-such disabled" messages on the DIC?

Well, you have kind of an open ended question here, as there are a few different things that actually go along with this reading.
Torque requested
Torque comanded
These are both interrelated, as the 'Torque requested' is the amount of engine power that the EBTCM is asking for from the PCM. 'Torque commanded' is the amount of power that the PCM is giving to the wheels.
If there is a discrepancy, then codes will set. This signal is a square wave reading between the 2 computers, on different lines.
This give a more real time data tranmission of actual occurances, than a Class 2 data line.
However, in the 97 model year, you may experience a P1571H, which is classified as a normal characteristic, due to internal programming. This is NOT a failure code, unless it has a C behind it to indicate a current status of the code.
