If you just need to replace the bags, the steering wheel is straight forward.
The passenger bag requires the dash pad to be removed and then bag removal is simple.
Removing the dash is not really that hard. Here are the dash instructions.

I know at least 2 people who are NOT normal car DIY guys who used that dash removal guidance. I told them just to go slow and make sure they bagged and tagged the fasteners so they would not have to "remember" where they went. They both said it was easier than they expected.
