my 04 is doing the same thing, gauge test upon start up, but then flat lines to E... after driving for a while, gauge will spring to life for bout a minute, and then flat line again... this started right after i filled the tank last night.
Only related code showing up is P0463. Looked it up, P0463 Fuel Level Sensor 1 Circuit High Voltage.

my question is, how do i fix it?

I can tell you from my experience with all of the other GM gauge clusters, if the gauge does the sweep then 99% of the time it is the sending unit. This is the case for all of the gauges in the cluster. There is another thing that helps to diagnose is if you have the low fuel light on as well, then you are almost guaranteed that it is the in tank sender. :-)
