Have a 1999 C5 Corvette and when pressing the a/c button to start - the yellow light on the switch button blinked two to three times and then stopped but did not start the a/c, any suggestions on troubleshooting the problem?

There can be a number of reasons. Last year on my '99 it was low on refrigerant.

Try checking DTC codes. Some of the AC issues will set a code that could help narrow it down.

The system has a pressure switch that will not let the compressor come on if it's low on freon. It's usually by the drier.
take it loose and short across it. if the compressor comes on but doesn't blow cold air it's probably low on freon. if it comes on and works fine the switch is bad.

Why don't you just put some gauges on it and see? As stated there could be many reasons. Is the outside temp reading correctly?

Don't jump the low side switch. It's there to protect the compressor.
