Does anyone know if 'Daytime Running Lights' can be toggled on with a Tech 2, or if a wiring kit would need to be installed? Car is a 2001 Z06. Need this for Canadian import inspection.

The day time running lights should be activated on all cdn cars. I believe US vets are the same. If they are not coming on with the car running it would seem that there is a issue. I had the same issue as you. They wouldn't pass me due to my drl not working. I temporarily modified my car so that the fog lights would come on with ignition being on. As long as there is some sort of lights that illuminates it will pass.

It's also possible the two DRL relays have been modified. That's something that may be lower on the priority list of things to check first, but shouldn't be ruled out.
I have modified both of my DRL relays so that I have no DRLs, but all the other functions are normal AND there are no DIC codes of any kind. The BCM "thinks" the DRLs are working normally.
Thanks for all the input! I found this thread on disabling the DRLs, and thinking that someone might have done that along the way, I followed the steps looking for issues.
Fuse 2 was there and good (the bulbs are fine ), and then I went to the relays. Pulled the relays and opened them up, no one had blocked the contacts - but I did clean them up with sandpaper (I fixed a mechanical clock on a C2 in a similar fashion once). Put them back in, and DRL function was restored on both sides! Not sure what the relays cost, but I'm guessing I saved myself a few bucks and I'm good to go for my safety inspection.
