Will the 17" front wheels on a 1999 C5 clear on the rear?

Yes, they will fit. I ran 17" drag radials on a C5.

It's not actually something I want to do. I have two spare 17" front wheels with tires and wondered if they would work on the back in the case of a flat tire. Just to get home.

I agree that you would have some driveability issues (probably NOT any codes) from trying to drive with that type of wheel/tire combination............
I keep them at home and if I were to have a flat around town I would just have one of my kids bring them to me so I could get back home.

I run 17" C5 front rims on the rear with drag radials, no issues...now running 17" Z06 fronts on the rear at the strip, either ones fit fine...
