Default DRL /Turn signal

I need to replace my DRL/turn signal housing on my 97. Just for the heck of it I asked the dealership how long it would take if they did it. I was told by a dealership that they had to remove the front bumper in order to change this out and it would take 1.5 to 2 hours. Now I read a few post on the forum about changing it out and nobody ever mentioned that the front had to come off. I think they must have had a early liquid lunch. I am not a mechanic but from what I have read it looks simple enough for a DIY project. Thank you in advance for your thoughts and advice.

I changed the passenger side DRL housing in about 15 minutes. Jack the front end up and put on stands, remove the 5-6 screws for the access panel on either side, and R&R the light housing. The bumper did not have to come off.
