Default after market Cats location

I noticed that ARH and Kooks headers have the cat in different locations. ARH has the cats after the X pipe while Kooks has the cats before the X pipe. Which one offers the best horse power increase. What is the reason for the two different locations? Or is it just a gimick

IMO they both have their benefits.
Cats should be as close as possible to the engine to work effectively.
But... the X-pipe is there to offer both sides of the exhaust to each bank, including the cats.

Sorry if I was not clear... IMO:
X-pipe before cats is better for performance
Cats before X-pipe is better for the lungs

Cats before X pipe are actually in the stock location and any performance gain from X pipe first is probably minimal (if any) at best.

I also wrapped my cats and X pipe to go with my Jet Hot coated Melrose headers for 50.00 with ebay 2" titanium header wrap and silicone spray for maximum efficiency.

you want the cats to be as close to the engine as possible. The X will work efficiently no matter where it goes.
