Default Bad ground connection?

I got this new C5Z last week and noticed it needs some love in a few spots. Here is something that caught my eye... is this a ground that isn't connected right??




This is on the passenger side next to the hood bracket and coolant reservoir.

That appears to be the anti-rotation lug for the front cradle mounting bolt. The tab that was riveted to the frame is broken, probably because someone used an impact wrench at some point to remove or install the nut on the underside. There is an early style (like yours) and a later style that has a different appearance. My '99 looks like yours.
As per the FSM, cradle nuts (4 in the front and 4 in the rear) should not be removed or installed using an impact wrench.
