Chances are your wiper motor is sitting in a pool of water due to clogged drains. Do a quick search on here and you will find the write up on how to pull it. That's how I fixed mine. Sometimes you can open up the circuit board and let it dry out, sometimes it needs to be replaced. I left the rubber "udders" out after I fixed mine to ensure no more drain issues.

Likely the motor and the electronics that control it is or has sat in a pool of water due to blocked rubber udders preventing the wiper wells from draining:

Check the wiper wells on BOTH sides of the car.....
