Fuse #51 in the passenger foot well fuse box is for the HVAC blower.
Low Freon should not stop the blower from running.
Next step would be to check the blower itself to see if it is getting power or apply 12 volts and see if it runs. Could be a bad motor or controller board.
In this case, I'd turn ignition on, set blower speed to high, and measure voltage at the motor. Should be ~ 12 - 14 volts. No voltage, I'd be looking for a controller issue. Good voltage at the motor, but no rotation, I'd swap out the blower motor.
The fuse was not the problem. It looked good and had good continuity through it with a volt/ohm reader. I guess the next step is the blower as recommended. It just seems like a fuse to me.
Even if there was a blown fuse, they don't blow for no reason.
