We created a vacuum but the tolerances are so tight that it wouldn't budge.

I had the same problem 3 weeks ago with the same codes on an LS2 engine with 24k miles.
How many miles on your engine?
Hmm, I know that 02-03 LS6s were definitely affected by this valve spring breakage issue but not sure about LS2s. Doesn't mean it can't happen of course. Might as well take your valve covers off and check your valve springs. Not too hard to do and at least you'll be able to check that off your troubleshooting list. My engine is at 108k miles.
So, I finally got it out. First thing we tried was using a magnet. Even the speaker magnet we were using was too weak so we literally made a high powered electro-magnet out of a giant hex key, copper wire, and a car battery just to get it out. The problem is that the tube the valve stem is in is also magnetic so it didn't work as we hopped.
Since it was an intake valve I finally got it out by taking off the intake manifold and just lifted the valve back up. Thanks for all the suggestions guys. If that didn't work I was going to try to crank the engine by hand to bring it up.
