The front housings typically get hot due to the DRLs. Eventually it will melt a hole in the plastic housing top and let water in. This can corrode the socket and fail the bulb after getting wet.

If it is one side ONLY and always that same side then you need to examine the socket and wiring to the socket.
If you have both sides working intermittently then the MOST likely cause is the emergency flasher. Eflasher services both regular signals and emergency flashers.

My 98 was doing this and I though is was a bad bulb. Visually looks okay but you have to look at the drivers side and will see that the bulb is pushed down in the socket more on drivers side. My passenger side was 1/2 sticking out of socket. I had to push back in with pliers now works good
If anyone has this issue with BOTH sides and doesn't have the time to fix it right then and doesn't want to cause an Accident....go get a bottle of MAF spray cleaner and spray a good amount of it in the front of the Emergency switch. Let it dry and your Turn signals should work for a little bit again.
