New to me 2000 C-5 has no instrument panel lights at night. Dimmer will turn on courtesy/map lamps but no brightness. Key off and door open all i/p lights come on, close door and start car, lights off am I missing some setting from the owners manual?

Check the #6 fuse in the fuse block underneath the passenger footwell. That operates your running/taillights. Good place to start. If that doesn't solve it, maybe a bad/loose ground.
Are you having problems with any other lights like the tail lights or signal lights not illuminating when you have the head lights on????
The Multi Function Switch is a common source of problems since it controls all the lights including the dash lights when you turn on the headlights.
Check for problems with other lights not working when the headlights are turned on. Usually more than one symptom occurs when the MFS is bad. Here are a couple links you may need if you are a DIYer:

I just 'searched "Dash Lights"' because, just getting her out of winter storage, and after having pulled her all apart over the winter, I stopped at a "TOUCHLESS" car wash enroute from storage to my driveway, and at some point noticed NO DASH LIGHTS. Right after the Hyper Fast Blinking of my directionals. Yeah, DRLs blown out due to water. UGH.
Installed new bulbs for the DRLs and STILL no dash lights.
Been through my Factory Service Manuals, and Owner's Manual, and checked the fuses THEY RECOMMEND... Yeah, RIGHT.
Read a couple of threads prior to this one. no luck.
Just popped that #6 fuse down at the passenger's foot rest because I checked my tail lights as you so nicely recommended. YUP... DED as a rock.
NOW ALL LIGHTS FULLY FUNCTIONAL....
I was dreading the Multifunction Switch issue.
BUT JUST A FUSE!!!!
