DAMN!!!! 
ANY welding fabricator worth his weight in salt SHOULD be able to weld Ti. It isn't a black art. All it takes is the right Tig Tip and some ARGON GAS and some knowledge about GAS Shielding and purging...
Look in GOOGLE " WELDING in (your Major Town) " get some Phone numbers and start calling. With it being that hacked up, it may cost you a LOT!
If they have to weld it in place, they may say FORGETABOUTIT!!
