All I can say is get an AC Delco wiper motor, they are about $180 new on Amazon.
I had the same issue with rebuilt Autozone unit. Put in a new AC Delco wiper switch ($110 on Amazon) as a test, still would not shut off.
Even if AC Delco are not the best parts....think they are better than the aftermarket cheapo price brands.

Correct technically you should troubleshoot if you have the time, gear and expertise. Expensive is relative, time is expensive if you don't have it.....and if you order from Amazon can send back for a refund.
I would 99% doubt short outside of switch or motor. If that wiper motor has water damage and you use the car as a DD I would recommend new parts.
If doing the work yourself I would say the labor is something you don't want to do 2X or 3X.....for less than $300 you can have a brand new wiper motor and switch.

My first guess would be that your windshield cowl well (where the wiper motor and control module lives) is flooded due to clogged drain udders. There are three udders and if they clog, thats what happens.
This is the YUNNY stuff that usually comes out:
Pull the wipre fuse, fix the clogs and let the wiper module dry out for a few days. Some get lucky,,, some dont.
