Ok I have done research and looked at other posts about the belt chirp and am about to drive my car off a cliff. Its a 1998 6speed has about 99k miles on it.
Parts that I have replaced thus far are:
Harmonic balancer
serpentine belt
belt tensioner for the main serpentine belt
both the idler pulley for the serpentine belt and the ac belt,
I also replaced the AC belt with a Goodyear Gatorback.
The water pump and reservoir were both leaking for awhile so I replaced both of those.
When I replaced the idler pulley on the serpentine belt that helped so I think that part was bad but I still have the chirp. I have read that some people have seen the reservoir and water pump drip on the ac compressor and that cause the chip but there is no difference in the chirp with the AC on or off.
The chirp starts immediately when you start the car and be heard at idle and gets faster with more rpm. When you let the car heat up and the thermostat opens the chirp goes away at idle but is heard again once you increase RPM.
I am tired of throwing money at this thing but I can't seem to narrow down how to attack it next. With it going away at idle when the thermostat opens up, you think I may have gotten a bad water pump some how? I have heard as well that the 2001-2004 belt is just a bit smaller, I used NAPA parts, I wonder if perhaps 2001+ parts were given to me and I need the smaller belt?
Your serpentine belt tensioner should have a NORMAL TENSION indicator on the top of the tensioner body and a mark on the arm. See where the mark is. If its out of normal range, that's an issue.
Use a small tooth brush wire brush and clean the grooved pulleys.
Is your harmonic dampener wobbling when the engine is running??
Paint a white stripe on the front of the dampener that covers the outer ring, the rubber elastomer bonding strip and the Hub. After a few drives examine the paint stripe and see if the outer ring, the rubber elastomer bonding strip and the Hub are still aligned (stripe still one solid stripe) or if something is slipping ( The hub and outer ring should be bonded as ONE PIECE).
You could isolate the problem by pulling the serpentine belt and starting the car to see if the chirp goes away. If it remains it is in the ac belt setup. Good way to eliminate one of the systems and narrow the problem down.

a lot of people seem to overlook this but did you ever check the pulley alignment?... the balancer is going to be fixed but you can make adjustments to the power steering pulley and alternator if they are out of whack... I recommend the gates laser alignment tool, it works great after you properly calibrate it... here's a thread that explains how to properly calibrate and use it, https://www.corvetteforum.com/forums...right-way.html
Well guys I think the new Continental Elite belt from Summit did the trick. Amazing how something as simple as a belt can fix that. The NAPA belt I replaced had less than 3k miles on it.

Did you ever wire brush any of your pulleys or did you skip that part?
